Disaster Response
Disaster Response is the sum total of actions taken by people and institutions in the face of disaster. These actions commence with the warning of an oncoming threatening event or with the event itself if it occurs without the warning. Disaster Response includes the implementation of disaster preparedness plans and procedures, thus overlapping with disaster preparedness. The end of disaster response comes with the completion of disaster rehabilitation program.

YEAR 2004 N.W.F.P EARTHQUAKE
BACKGROUND

An earthquake measuring 5.7 at Richter scale followed by aftershock measuring 5.5 has jolted the northern part of NWFP. The epicenter was 200 kilometers (125 miles) northeast of Provincial capital, Peshawar. The provincial government has set up relief camp for monitoring rescue and relief operation in areas affected by earthquake which struck NWFP and other parts of the country on 14th February 2004 afternoon.
The earthquake killed at least 24 persons and destroyed a number of houses in Manshera and Battagram districts of NWFP.

RED CRESCENT RELIEF ACTION 16TH FEBRUARY 2004

The Disaster Preparedness Officer (DPO) rushed to the district Mansehra for the initial assessment for the dispatch of the relief goods on to the scene with the PRCS NWFP Provincial Branch’s stores supervisor. The findings of the assessment were telephonically communicated to the Provincial Secretary.
The Disaster Preparedness Officer (DPO) & Stores Supervisor, then got the relief consignment, ready to be distributed to earthquake affected sites in;
• Mandagucha
• Meelbaat
• Jabber
These areas and the distribution points were indicated by the district coordination officer, Mansehra. The distribution was carried out with the coordination with Local Government Officials, DCO. The items distributed were, 34 tents, 20 sleeping bags, 300 blankets, 154 kerosene lamps, 50 kitchen sets. Total worth of relief consignment was Rs. 262,320/-. The Local Government Office and the affected population greatly appreciated the relief distribution carried out by PRCS; DCO expressed his gratitude on providing express relief. (Refer Annex-A).

17TH & 18TH FEBRUARY 2004

The second consignment consisted of the relief good given by ICRC and PRCS-NHQ, Islamabad. The Local Administration expressed their gratitude. The relief items dispatched by PRCS-NHQ, Islamabad were rushed to PRCS NWFP Provincial Branch. The relief consignment consists of 20 tents, 150 blankets, 100 kerosene lamps, 20 kitchen sets, and 29 quilts on 18th Feb 2004. Total worth of this relief consignment is Rs. 136,700/-. ICRC-Sub Delegation in Peshawar also donated 50 tents, 400 pressure cookers and the logistical support to PRCS NWFP provincial Branch, and these items were distributed in the affected areas. The total worth of relief consignment is Rs. 648,300/-.

20TH FEBRUARY 2004

On the suggestion of District Coordination Officer (DCO) the distribution could not be carried out on 18th & 19th Feb, because of Law & Order situation in area. The distribution of the second relief consignment was made at Union Council, Kawai, Tehsil Balakot under direct supervision of Disaster Preparedness Officer and the Stores Supervisor of PRCS NWFP Provincial Branch.

IMPACT OF RELIEF OPERATION

PRCS NWFP Provincial Branch responded to this calamity with in 24 hours. The Disaster Management (DM) Team of PRCS-NWFP Provincial Branch was the first to be on the affected site, to do the initial assessment with the Local Administration of District Mansehra. The relief goods were distributed to the affected populace within 48 hours to the affected area which is 6 hours distance away from PRCS NWFP Provincial Branch office in Peshawar.
The total worth of relief consignment distributed to the affected population in District Mansehra is Rs. 1,047,320/-
