Pakistan Red Crescent
Society (PRCS) was officially recognized on 20th December, 1947
by the Government of Pakistan under the Pakistan Red Crescent
Society Act No. XV of 1920 (as amended up to February 1974).
In accordance with the 1949 Geneva Convention, PRCS as the
National Red Crescent Society was officially recognized as a
voluntary aid society, auxiliary to the public authorities in
the humanitarian field to carry out its activities in the country.
In relation to the public authorities-the Pakistan Red Crescent
Society maintains an autonomy that allows it to act at all times
in accordance with the Fundamental Principles of the Movement.
The National Society is a legally constituted body and the public
authorities recognize and respect the adherence by the National
Society to the Fundamental Principles.
A Constitution Review process, which is the foundation of a
change process, has been initiated under the "Guidance
for National Societies Statutes" issued by IFRC. The main
objective of this review is to develop a unified and comprehensive
constitution for PRCS. Guidelines have been developed by the
IFRC secretariat with the consultation and help of the Movement
Partners and adopted by the Governing Board of IFRC at its First
Session in May 2000. PRCS, being a member of IFRC, also participated
in the process and committed to follow these guidelines.
PRCS Constitution Review was initiated in the year 2002 and
is a participatory and consultative process aimed to make PRCS
more democratic, organized, unified, efficient and make the
role of Governance and Management clearly demarcated and distinguishable.
Members from the Managing Body, Chief Executive, Chairpersons,
Members from Branch Committees, Secretary General PRCS and Provincial
Secretaries from all Provincial Branches have actively participated
in this process. Head of Delegations, IFRC and ICRC in Pakistan
were also involved in the discussions as observers.The First
PRCS Constitution Revision Workshop was held at PRCS NHQ Islamabad.
