Pakistan Red Crescent Society is the pioneer in the First Aid training in the country .First Aid training courses are organized regularly by the NHQ, Provincial and District Branches of the Society for the staff and volunteers of the Society as well as for the public at large. Need for the disaster preparedness and response training are crucially felt due to the increasing frequency of natural and human made disasters. The PRCS will give top priority to develop its human resources in all possible related fields through a well designed training programme.

TRAINING POLICY
SCOPE
This policy establishes the basis of the Training Programme of the Pakistan Red Crescent Society and applies to all of its Provincial and District Branches as well as NHQ, All training programmes including courses, workshops, seminars etc, carried out by the NHQ or Branches should be organized in conformity with this 'policy,
AIM
The Training Programme of the PRCS is designed to achieve the following aim:
"Staff and Volunteers of the PRCS have developed an adequate skill, knowledge and positive attitude to implement the PRCS activities, and to make available such training facilities to other organization and population at large to improve the lives of vulnerable people ".
LONG TERM OBJECTIVES
1. The Pakistan Red Crescent Society shall:
2. Organize operational training facilities at the NHQ, Provincial and District Branch level
3. Develop and update regularly a resource base for the training programme, inclusive of training curricula, modules, learning aids, courses and related training materials.
4. Train its staff and volunteers in specific fields of the PRCS activities
5. Provide training support to other Governmental, Non-governmental organizations and public at large in the fields of First Aid and Disaster Preparedness
6. Establish a resource network throughout the country encompassing the needs of PRCS Establish a PRCS Central Data Bank at the NHQ, covering the training programme
7. Develop and identify a nation-wide volunteer network in the field of first aid and disaster Preparedness through the PRCS Training Programme
8. Establish and operate a National Training and Resource Centre at the NHQ
METHODOLOGY
1. Optimal utilization of existing internal resources and exploration of viable external resources for the overall implementation of the nation-wide Training Programme initiated by PRCS.

2. A sustainable and focused yearly training plan should be formulated and developed.

3. Follow standardized training curricula, modules and courses for various fields focusing on PRCS activities and initiatives. Arrange on the job training for the staff and volunteers as and when required.

4. Decentralization of the training programme up to the field level.

5. Identification of personnel as master trainers, trainers and resource persons to undertake training activities according to their specified roles and responsibilities to be updated on regular basis.

6. Training activities should be based on a participatory approach and in lieu with the local customs and culture.

7. All training events should be regularly monitored, evaluated and related records maintained.

8. Effective reporting system be followed.

9. Issuance of training certificates to be based on respective module/course plans.

10. Keep track of external individuals, trained by PRCS for possible involvement in time of need.

11. Staff and volunteers responsible for disaster / emergency response should take First Aid and Disaster Preparedness Relief Training courses.

12. Integration of the dissemination of the Fundamental Principles and the Humanitarian Ideals of the Movement in to all PRCS training courses.

13. Offer PRCS training packages and facilities to external target audiences and explore possibilities of generating funds.

14. Proactive advocacy for imparting the First Aid and Disaster / Conflict Preparedness Courses for the members of the non-governmental organizations with an objective to establish a volunteer network throughout the country for disaster / emergency preparedness & response .

APPROACH
1. Participatory: The general principles of adult learning should be followed in all training events, may be with an exception of the training events organized for the Youth Members. All courses should be participatory and interactive. Constructive opinions and ideas of the participants should be respected.

2. Learning by Doing: All technical/skill development training will follow learning by doing approach.

ORGANIZATIONAL SETUP AND RESPONSIBILITIES
1. NHQ LEVEL
Training Section of the NHQ will co-ordinate and provide technical and advisory support to all Provincial Branches for the implementation of their training programme with the technical support of Development & Co-operation unit. The Section will also be responsible for the maintenance of the training standard according to the pre-set curricula, modules and contents of the training courses. The Section will keep regular and close contact with the training Units! Officer In-charges of all Provincial Branches. Information related to the training programme provided by the Provincial and District Branches will be preserved by the Section, if possible in a data bank;
2. PROVINCIAL BRANCH LEVEL
Training Unit or the Officer In-charge of the Training Programme at each of the Provincial Branches will be responsible for the Training Needs Assessment (TNA) for their staff and volunteers (including district branch people), developing Training Programme for the Provincial Branch (including district branches), organize training events, monitor and evaluate training programme according to the pre-set standard. The Unit or the Officer will send all training related information to the NHQ Training Section for preservation and will also keep contact for any other support.
3. DISTRICT BRANCH LEVEL
Training In-charge for the District Branch should be identified and designated by their respective District Branch Secretaries. The Staff or Volunteer, who ever the person may be, will be responsible for identifying the training needs, formulate training programme, organize and evaluate district level training courses, keep records and provide training related information to the provincial branch.
THE MASTER TRAINER
1. CRITERIA
1.1. Staff and Volunteers of the PRCS will be eligible to be a master Trainer.
1.2. High level of knowledge and skill in the related field.
1.3. Strong background and at least 3 years of training experience in any of the following fields are required:
   a. First Aid,
   b. Disaster Preparedness
   c. Basic RC Knowledge,
   d. Dissemination & Tracing
   e. Project Management
1.4. Resource persons from the International Federation/ ICRC / Sister National Societies.
1.5. Excellent communication skills.
1.6. Availability & Commitment.
1.7. Able and willing to travel and undertake training activities throughout the country and if required outside the country.
1.8. Sufficient technical expertise in training needs assessment (TNA), setting training objectives, module preparation, able to develop appropriate learning aids and training tools and able to organize, assess and evaluate a training course and its outcomes'.
1.9. Good pleasant personality, open minded, frank, cautious, presentable, respect for others pinions are the essential prerequisite for the master trainers.
2. CATEGORY
2.1. Considering their expertise, the Master Trainers will be identified according to the following categories:

      a. Master trainer for First Aid.
      b. Master trainer for Disaster Preparedness
      c. Master trainer for Basic RC Knowledge
      d. Master trainer for Dissemination & Tracing
      e. Master trainer for Project Management

2.2. Any individual, if qualified, may be identified as Master trainer for more than one subject.

3. SELECTION PROCESS
3.1. Based on the criteria, the Provincial Secretaries shall recommend and forward credentials of suitable personnel to the NHQ Training Section.

3.2. NHQ Training Section, in consultation with the Development and Co-operation Unit, will finalize the nominees and forward it to the Secretary General for approval.

3.3. After the approval of the Secretary General, selected individuals will be notified of their selection, will receive a Certificate and will be included in the PRCS Training resource list.

4. ROLE AND RESPONSIBILITIES OF THE TRAINER

4.1. Role: To provide support to develop human resources of the PRCS.

4.2. Responsibilities:

      a. To conduct TOT Courses in their respective fields of expertise.
      b. To work in advisory capacity supporting the PRCS Training setup
      c. To contribute to the training plan as and when required.

THE TRAINER

1.2. Completed Training of Trainers (TOT) Course.

1.3. In-depth knowledge and skill in the related field.

1.4. Strong background and training in any of the following fields are required:

      a. First Aid,
      b. Disaster Preparedness
      c. Basic RC Knowledge
      d. Dissemination & Tracing
      e. Project Management.

1.5. Resource persons from the International Federation / ICRC / Sister National Societies.

3. Role and Responsibilities of the Trainer:

3.1. Role: To provide support to the PRCS to develop its human resources.

3.2. Responsibilities:

       a. To conduct Courses in their respective fields of expertise.
       b. To develop training material/learning aids etc.
       c. To contribute to the training plan as and when required.
       d. To prepare training reports.

STANDARDIZATION

1. All major training course of the PRCS will follow the standard curricula, module and contents (See the Standardized 'Training Curricula and Modules' chapter).

2. Training courses that are not included in the list of standardized courses, may be designed according to the training needs and should be sent to the NHQ Training Section before conducting the course.

3. The NHQ Training Section / National Training & Resource Centre in consultation with the Development and Cooperation Unit will review and update all courses as and when required and get it approved by the Secretary General.

TRAINING NEEDS ASSESSEMENT

1. District and Provincial Branches and NHQ Training Section will assess and determine the training needs for their respective staff and volunteers every year and plan accordingly. All training plans should be approved by the NHQ on the recommendation of the Provincial Branches. NHQ Training Section / National Training & Resource Centre, in consultation with the Development & Co-operation Unit will provide advisory and technical support to the branches to identify training needs, design and implement their programmes.

2. Training contents will be designed only after having a proper Training Needs Assessment
(TNA).

CERTIFICATION

Participants will be awarded with the Course Certificates according to the provisions laid down in the standardized course modules.

DOCUMENTATION

All training courses will be well documented. List of participants, training objectives, course contents, reports and evaluations should be kept properly and sent to the NHQ Training Section / National Training & Resource Centre for up dating the Training Data Base.

MONITORING AND EVALUATION

The Provincial branches will monitor and evaluate training programme implemented by the district branches and NHQ Training Section / National Training & Resource Centre will do the same for the Provincial Branches. Training reports and related information will be passed from district branches to provincial branches and from provincial branches to the NHQ Training Section / National Training & Resource Centre. NHQ Training Section / National Training & Resource Centre will develop the monitoring & evaluation system in consultation with the Development & Co-operation Unit and notify all branches.

RESOURCE NETWORKING FOR TRAINING

There are different local and international NGOs / Universities / Institutions that offer different courses specially on management, planning, monitoring & evaluation etc. A resource network will be established linking those organizations and individual resource persons to get their support as and when required. The PRCS will also offer services of its training resources to other Institutions / organizations.
