1. An earthquake with a 7.6 magnitude, centered 95 km northeast of Pakistan’s capital, Islamabad, struck at 08:50 local time (03:50 GMT) on 8 October 2005. According to Pakistan’s Federal Relief Commission, 73,338 people lost their lives and 128,309 were injured in the disaster. More than 3.5 million people have also been left homeless.

In the aftermath of 8 October 2005, Pakistan Red Crescent Society (PRCS) along with its Movement Partners has been concentrated on the North West Frontier Province (NWFP) and AJK in an emergency response programme. After six months of the response to the Pakistan earthquake, the emergency relief operation phase of PRCS is now in its final stages.
3. The next step identified by the PRCS is to move forward, the integrated plan of action or detailed implementation plan for the recovery phase. The recovery planning for the adopted projects by PRCS, to date is based on assessments by consultants in their respective fields, further verified by the field teams of PRCS.
4. While remain actively involved in relief operation, the PRCS is now actively focusing on the Reconstruction Phase. The needs in the Reconstruction Phase are immense in view of the total destruction of infrastructure related to housing, health, education, communication and public sector.
5. As per policy by ERRA, no other organization is allowed to participate in reconstruction of housing, keeping in view the PRCS plans to contribute in the area of health and education sector, including vocational/community training centers.
6. The PRCS overall has decided to undertake 46 reconstruction projects. 21 projects for 2006 and 25 projects for 2007-2008. The detailed divisions of the proposed projects are appended below.
7. Pakistan Red Crescent Society is going to work on 13 Reconstruction Project for 2006 in AJK. Among these education sector has 9 projects, health sector has 2 projects and for vocational/community centers there are 2 projects.
8. Accordingly, Pakistan Red Crescent Society is also going to work on 8 Reconstruction Project for 2006 in NWFP. Among these education sector has 3 projects, health sector has 3projects and for vocational/community centers there are 2 projects.
9. For year 2007-2008 the projects planned to be reconstructed by PRCS in AJ&K would be total 13 and out of 13 education sector has 5 projects, health sector has 4 projects and for vocational/community centers there are 4 projects.
10. Similarly, in NWFP the reconstruction projects for 2007-2008 will be 12 in total from which education sector will share 4 projects, health 4 projects and vocational/community centers will be 6.
11. The total cost for the Reconstruction Projects recommended for 2006 in NWFP and AJK will be approx. Pak.Rs. 594 Million, and total reconstruction cost for 2007-2008 will be Pak Rs.486 Million. The total reconstruction cost for 45 projects is Pak Rs. 1080 Million.

The detailed table of the Reconstruction projects identified by the PRCS for 2006 and 2007-2008 within the confines of the National Reconstruction plan along with their approximate costs, covered area and name of the sponsor is attached as Annex-A for year 2006 & as Annex-B for year 2007-2008, for your information.
13. Besides in hand cash PRCS has 21 sponsored projects out of 45 from different donors.
14. The total expenditures of the 46 projects would be Pak Rs.1080 Million.
15. The plan has been prepared in total coordination with the ERRA, other stake-holders and local communities.
