Occurrence of the floods in different parts of country during the Monsoon Season is a recurring feature of Pakistan and Pakistan Red Crescent (PRCS) Branches have always been conducted rescue and relief operations to alleviate sufferings of affected people. A pre- monsoon season has already started and rains are likely to prolong till mid Sept. 08. According to Met Department this year the Monsoon rains are likely to be normal. However, during last several weeks, severe rains, storms hit the different parts of Pakistan and to effectively cope up with a possible flood situation, a high degree of Disaster Preparedness has already been maintained by PRCS, particularly for flood prone areas.

Situation Report: No.13 Dated: 6th Aug, 08

Background:


Flood Situation: The southern parts of the country are the catchment areas for heavy rains & flash flooding.

River Indus at Tarbella, Kala Bagh, Chasma, Guddu & Sukkur and River Ravi at Balloki is in low flood. River Kabul at Nowshera is in medium flood. All the other major rivers are flowing below low flood level.

Situation & Action Taken By PRCS.

NHQ.


PRCS National Disaster Response Relief and Watsan team is on alert and is ready for any possible deployment.

Punjab Branch

Situation:

According to the district government almost 81,564 people (11,652 families) have been affected so far. A total of 104 villages have been hit by the torrents. The floods also affected standing crops of rice and cotton. Out of the 500,000 acres of land affected 39,903 acres is crops. So far, 5 deaths have been confirmed by the office of district coordination officer. The water level as of 2200 hrs was about 4 feet and was reported to be rising. The two streams that wreaked havoc in Rajanpur are Kaha and Chacha. Tehsils Rajanpur and Jampur remained the worst hit as many Union Councils in these Tehsils remain inundated. Among the worst affected Union Councils are:

Tehsil Rajanpur: Fazalpur, Fatehpur and Jahanpur.
Tehsil Jampur: Jampur, Bokhara Sharif, Noshera Gharbi, Dajal, Hajipur, Gharrand and Wah Lashari.
Tehsil Rojhan: Rojhan Sharqi, Kotla Hassan Shah, Shahwali

The weather remains cloudy in the district with possibility of more rainfall. As a result some more torrents might reach the districts in case of heavy rainfall. Many areas remain inaccessible as the roads have been washed away at many places. As of 1800 hrs on 5 August 2008, the flood water level is rising.

PRCS Response:

In order to assist the flood affectees, PRCS Punjab Branch has dispatched 2 x trucks loaded with non food items (containing one family kit of Tent x 1, tarpaulin sheets x 2, Jerry can x 2, kitchen stove x 1, lamp hurricane x 1, Hygiene Kit x 1 & blankets x 7) for 200 families of District Rajan Pur & D.J.Khan. Distribution of relief items will take place by PRCS team in due course.

In addition to non-food supplies 2 x trucks loaded with flour have also been dispatched to above mentioned locations, to fulfill the food requirement of the affectes.

NWFP Branch

Situation:

1. PRCS NWFP, Branch is working in close coordination with DCO & EDO, NWFP. As a result of torrential rain/flood on the night of 3-4 August, 2008 in the suburban areas of Peshawar, ie UC Raigi Lalma, UC Mathra, UC Shahi Bala, UC Harayana and UC Larama etc, PRCS, NWFP Branch has immediately deployed 2 x Assessment teams, to carry out initial assessment of the affected areas.
2. As per initial assessment following damages have been reported:

Response:

Relief Distribution

On 5-6 August 2008, Pakistan Red Crescent Society, NWFP Branch has distributed non- food packages to 300 families in UC Ragi Lalma & Mathra. Each package contained tent x 1, Tarpaulin sheets x 2, Jeri Can x 1, Kerosene stove x 1 and Hygiene kit x 1. Total worth of relief distributed so far is approximately 3.24 million.

Medical Response

Two x medical camps have been established by the Branch in the union council
Mathra & Harayana. These teams are equipped with four doctors (male &female)
along with paramedic staff. It is planned to shift these medical camps to Kanda
Khail (the centre point between union councils Mathra & Harayana), to benefit
the affected population of both the union councils.

In addition to above 1 x medical team (From Canadian Red Cross) from Bana
Base camp will be arriving to Peshawar to cover the other affected areas.

Planning for Future Response:

It is planned to provide assistance to some 2,000 families with shelter & blankets, who are affected & still residing in their damaged houses. If need arises, more families could also be catered for by PRCS.

FATA

Situation:

In the villages of Sardar Kilay & Malik Gul Rehman Kilay 141 more families are identified to be to given due assistance.

Response:

PRCS FATA Branch will distribute the food & non food items amongst these families by tomorrow. One x medical camp has been established in the area and is providing medical services to the affectees.

NHQ.

3. The Emergency Operation Committee met today at 1000 hrs at Committee room. It is decided to send two WATSAN experts, from Manshera and Balakot, to Bahawalpur. These persons will work on the Watson plant, kept in Bahawalpur, and will keep it ready for any urgent deployment.

4. An initial assessment team sent by NHQ has reached district Rajan Pur. The team will coordinate with the medical team sent by Punjab Branch and will carry out initial assessment. A consolidated assessment report will be sent by the team shortly.


5. The PRCS, IT Officer is being kept informed about the daily operations of the PRCS to keep the PRCS website updated on daily basis. DMIS (IFRC website) is also being updated on daily basis by IFRC Communication department.

Punjab Branch

Situation:

6. According to the news report Heavy monsoon downpour was begun on Monday night inundated low-lying areas of the Lahore city.
The several feet of rain water entered into houses created problems for the residents. Heavy rains caused traffic jam on different roads of the city.
Met office predicted more rains in Punjab including Lahore.


Response:

7. A Medical Team has reached Rajanpur and is involved with coordination and assessment process with local authorities.

NWFP Branch

Situation:

The assessment team has identified 5 union councils of district Peshawar badly affected. These union councils are Ragi lalma, Mitra, Shahi Bala, Harania & Lalama. According to a news report 30 deaths have been confirmed so far. This flood has affected some 400-500 families. The mud houses have been destroyed completely, while the brick houses are partially damaged in the flood affected areas.

Response:

8. After the initial assessment of and meeting with government officials the Provincial Branch has planed to distribute food and non-food items to some 400 families initially. The RDRT trained personnel’s of the Branch will conduct the distribution along with the local volunteers. The Branch will also establish a medical camp in the affected areas.

FATA

Situation:

9. Due to heavy rains in FATA, some 25 km west of Khyber Agency in Tehsil
Jam rood, two villages namely Sardar Kilay & Malik Gul Rehman Kilay are badly affected. According to the assessment result by FATA branch, in Sardar kilay almost 35 houses are fully damaged. Almost 520 individuals or 50 families are badly affected. While in Malik Gul Rehman Kilay 15 houses are partially damaged and some 200 individuals or almost 30 families are affected.

Response:

10. The Branch has distributed both food & non food items to 50 flood affected families from its DP stocks. 50 wearing kits were also provided by ICRC Peshawar. 30 tents were distributed amongst 30 families of fully damaged houses. Following is the breakup of the items distributed.

Situation Report: No.11 Dated: 4th Aug, 08

Background:

1. Flash Floods and torrential rains have hit some Districts of Punjab, NWFP, FATA and Balochistan on 4th August, 2008. As per metrological department Islamabad the rain will likely to continue for next 2-3 days in upper Punjab and NWFP.

2. Recent spell of Monsoon is reaching to Punjab & Kashmir, through Bay of Bengal & Arabian Sea, up to 7000 feet (comprising elements of low air pressure, moisture feeding and cooling effect) may result in severe heavy rains, in future.

3. Flood Situation: The southern parts of the country are the catchment areas for heavy rains & flash flooding. Most likely flood prone areas are kohat, Bannu, D.I.Khan, Lahore, Gujranwala & Sialkot.

4. In Indus River at Tarbella, and Guddu, River Chenab at Khanaki & Qadiraabad, River Ravi at Balloki and River Kabul at Nowshera are in low flood.

Action Taken By PRCS.

NHQ.

5. As per PRCS Monsoon Flood Contingency Plan, 2008 an Emergency Operation Committee, EOC headed by Secretary General has been activated on 4th August. The committee comprises representatives form concerned sector heads of PRCS and IFRC. The Committee will meet on daily basis at 1000 hrs at committee room, to review overall situation and based on that will decide upon the plan of action and modalities for future course of action.

6. An initial assessment team comprising 5-7 members will move by afternoon today, to District Rajanpur. The team will carry out initial assessment and report to PRCS NHQ on daily basis.

7. Beside this another assessment team and NDRT members have been informed (through NDRT Alert) and are kept ready for any deployment.

8. DP Stock is updated and is ready for any relief operation, as per requirement.

9. Operation Room at NHQ is already being updated on daily basis by DM Department.

10. Daily progress report will be updated on PRCS website (By ITO) and on DMIS (IFRC website by IFRC Communication department).

Punjab Branch

11. A Medical Team will be leaving to Rajanpur by the Branch. The team will coordinate and assist the NDRT Assessment Team being sent by NHQ.

12. Some 60 x volunteers are ready to respond to any future eventuality.


NWFP Branch

13. An assessment team has also been sent by the Branch to the affected areas of Nasar Bagh. Branch will send the report to NHQ by tomorrow.

FATA

14. In Khyber Agency, because of monsoon rains a number of houses have been either damaged or badly affected. Volunteers have been informed and are ready for any relief operation. Branch will send the report on daily basis.

PRCS NWFP (Sawat) BRANCH RESPONSE

Assistance to Rains/Floods in Village, Gogdara, Sawat, NWFP.

Due to heavy rains on 7th July,08 village Gogdara, UC Tindodag, Sawat, NWFP has hit with flash flood. The village houses were badly damaged and domestic cattle of the local people were mostly found dead. 25 x houses were completely smashed away and some other found partially damaged.

On receipt of information of the incident PRCS Response Team of District Branch Sawat immediately moved to the site area and carried out rapid assessment of damage.

Keeping in view assessment carried out by PRCS team PRCS District Branch Sawat provided the following assistance to the affectees:-
